How do I hide one user's avatar and/or signature?

This is available on the Admin Menu -> Permissions -> Member Moderation area of the site.  Simply click the box next to their username, then click either 'Hide Sig' or 'Hide Avatar'.  You can also include a message to let them know why it's being hidden:
