Jagex in the past were very 'anti' when it came to independent fan-sites, clans, guilds etc. However, in the past year or so, have done a complete u-turn and are actively supportive. For example, the background to our web-site is supplied by them and used with their permission.
Might be worth looking into contacting them or at least adding them.
